Taxis are abundant and metered. Short hop to Sannomiya from Kobe port is a few minutes; Osaka taxi fares are much higher due to distance from the port.
Both Kobe and Osaka have excellent subway and rail networks. IC cards (Suica/ICOCA) work on all lines and are the most convenient way to get around the city independently.
